I suspect the source should contain a missing stroke for "North Central / Midwest" (that is, "Midwest" = "North Central". The latter term is rarely used!)

In the case of "North Central Midwest" being genuinely intended, it would mean a northwest hand corner of Illinois. (I lived in Chicago for some time -- never heard of such references...)
