English term or phrase: thick-eared
‘Yes Minister’ is a popular 1980s British sitcom, about a thick-eared Tory politician Jim Hacker, who by the miracles of the democratic process became the Minister for Administrative Affairs.

Explanation:
Thick-head, thick-skin

agree  KathyT: Thick-eared = "unwilling to listen" according to http://members.cox.net/hapnueby/lexicon.html#t (That was a great sit-com - we still get re-runs from time to time...)
