Sono molto in dubbio su questa traduzione perché se dai un'occhiata (se non sto sbagliando clamorosamente!) all'articolo 11 di cui parlano, non c'è nella versione inglese nessun Regulatory Complaint, e il titolo dell'articolo 11 e a cui fa riferimento riguarda la gestione interna dei reclami, ma non viene mai detto, appunto, "regulatory complaint". Quindi, il mio primo suggerimento è più letterale, il secondo si basa sull'articolo citato.
