Qui 'sites' è usato secondo me nel suo senso geografico-fisico quindi 'luoghi' oppure

siti che suscitano ansia nel popolo (locale)

a mio avviso si riferisce proprio ai siti geografici dove per qualche motivo (inquinamento acque, fabbriche, discariche ecc.) le coltivazioni sono a rischio e/o preocuppano il popolo che ne subisce un disagio diretto (smog, acque inquinate ecc.) o indiretto (coltivazioni su terreni inquinati ecc.)
