The governor of Virginia, as recently as 1924, decreed that in order to count as an American Indian outside the two tiny state reservations still remaining at that time, it was necessary to have at least one-sixteenth of Indian blood and no African ancestry. This meant that someone who was seven-eights American Indian would be listed as “colored” or “half-breed” if they were one-eight African American. Many of the American Indians removed to Oklahoma were partly of African ancestry, and therefore not counted. Because of these factors the American Indian population figures were too low and not reliable in most states.
With the census of 1960 the authorities adopted the principle of ethnic self-enumeration. That meant that it was left to each individual to identify which ethnic group they felt they belonged to.
