Allora: potresti anche dire semplicemente: capacità/adeguatezza/idoneità dei genitori/caregiver di rispondere (adeguatamente) ai bisogni...

quando a caregiver è molto diffuso, io per es. nel testo che sto traducendo lo uso tranquillamente (di solito è caregiver anche in inglese, però mi sembra che carer e caregiver possano essere considerati sinonimi).

agree  luskie: lascerei perdere tratti, e in più non so in questo caso a cosa corrisponda di preciso il carer, ma sono d'accordo con caregiver - che comprende eventualmente i tutori legali, ma non viceversa - e in ogni caso la costruzione è questa
