La parola dopo "thermochromic" è abbreviata, non so se possa essere "fluid". A me pare di capire che possa essere inchiosto termocromico, un inchiostro di sicurezza utilizzato ad esempio per le banconote..

Secondo me FL sono le lettere che appaiono agli angoli superiori dei certificati dello Stato della Florida. Queste lettere sono termocromatiche, cioè sono sensibili al calore. Il punto che c'è sul certificato dopo FL è un punto di fine periodo. Pertanto la traduzione corretta dovrebbe essere:

"Sul davanti del documento c'è uno sfondo multicolore, un sigillo dorato in rilievo e le lettere FL termocromatiche"
