Ciao Francesca. Effettuando ricerche in rete, come tu stessa puoi constatare, non esiste "rate load" come espressione autonoma, e sicuramente non esiste in contesti come quello del tuo brano:

È perciò molto probabile che si tratti di una svista per "rated load", che, nel brano ha molto più senso, appunto, come "carico nominale", come giustamente ha intuito Nicola.

Vedi soprattutto Lo IATE, dove "rated load", tra l'altro, ha anche un equivalente inglese in "nominal load", ancor più simile al termine italiano:
