Explanation:
This is an alternative to the Asker's suggested "kata-kata yang naik ke bibirnya".

I don't think it's necessary to emphasise the plural with "kata-kata".

Obviously words on one's lips cannot literally be seen, so "muncul" here would have to be interpreted in a broader, conceptual sense.

I am basing this on the idea that words rising to one's lips indicates an involuntary or unexpected quality of the utterance, especially from the perspective of the speaker. I think "muncul" may be able to convey this connotation.

I am pretty certain that the phrase is not trying to emphasise a literal route of the words through the body.

Actually, "kata yang muncul di bibir(nya)" might be better if the words had actually been spoken.
If the person successfully manages to suppress the words, then maybe something else is required. "kata yang muncul/terbentuk di belakang bibir(nya)" or "kata yang muncul/terbentuk di pikiran(nya)"???
