A „credential” mindenképpen „hitelesítő adat”. A második rész lehet tár, tároló, tárolás, szövegkörnyezettől függően.

Így a mondat valahogy úgy lehetne, hogy „...először be kell állítania a telefon biztonságos hitelesítőadat-tárolóját.”
Vagy ha jobban illik a szövegbe, vagy máshol nem is hivatkozik erre a kifejezésre, akkor „...először be kell állítania a telefonon a hitelesítő adatok biztonságos tárolóját.”

Persze nem biztos, de valószínűleg a telefon ebben nem csak a VPN hitelesítő adatait, hanem minden más hasonlót is tárolni tud.
