Hi,

The “on me” is of course the operative part: for the Queen to say, “I haven’t any money” would be absurd, but she can quite truthfully say “I haven’t any money on me” as she never carries money around on her person, believe it or not. Perhaps she would see such a thing as vulgar.

Explanation:
It is a United States expression. If you go somewhere, and you don't have enough money in your pocket (for something), you say, "I don't have money on me". It doesn't mean you are poor, or you have no money at all. You might be rich, you might have billions of dollars at home, but at the time, and in the place, you have no money in your pocket.
