It says there for India:
A Minister of State is a junior Minister in the Council of Ministers in the Federal or Central Government who may assist a cabinet minister or have independent charge of a ministry. A recently passed law restricts the number of ministers of state in the federal government- see a current listing of Indian ministers- Indian Cabinet.
I'll sort something out of it.

is described as "Minister of State in the Ministry of Defence" - not Ministry of Defence"

I looked up Butrus in Wikipedia (EN vs. HE) and found they don't quite correspond:
He served as Egypt's Minister of State for Foreign Affairs from 1977 until early 1991. He then became Deputy Minister for Foreign Affairs for several months before moving to the UN.

In Hebrew, however, it says:
בוטרוס-ראלי מונה לשר החוץ של מצרים ב־1977 וכיהן בתפקיד עד 1991. לאחר מכן היה לתקופה קצרה לסגן ראש הממשלה לענייני חוץ, לפני שעבר לאו"ם.

So, if to go with what Wikipedia suggests,
Minister of State for Foreign Affairs = שר החוץ, and
Deputy Minister for Foreign Affairs = סגן ראש הממשלה לענייני חוץ
I think Deputy Minister is סגן שר and not סגן ראש הממשלה
But that’s just me…

So, I think I will keep it simple and just say שר הביטחון or השר לענייני ביטחון.
