Η βασική διάκριση που φαίνεται να κάνει είναι ότι στη δεύτερη περίπτωση ο εκπρόσωπος έχει ενισχυμένη πολιτική εξουσία, άρα μπορεί να αποφασίζει εξ ονόματος άλλων.
