In the case of RAL colours, there are alternative names in German and English. Compare: http://www.ral-farben.de/startseite/ and http://www.ral-farben.de/en/home/ AFAIAA, PANTONE colours are never translated - there are no German equivalents to the names they use. You can check this here: http://www.pantone.de/pages/pantone/color_xref.aspx In use, colours are more likely to be selected by their code number than by name.
