English term or phrase: Bleiben Farbbezeichnungen des Pantone-Farbsystems (PMS) unübersetzt?

Yes. Do not translate the names
Explanation:
This always depends on whether the company providing the colours uses different terms for German and English.

In the case of RAL colours, there are alternative names in German and English. Compare: http://www.ral-farben.de/startseite/ and http://www.ral-farben.de/en/home/

AFAIAA, PANTONE colours are never translated - there are no German equivalents to the names they use.
You can check this here: http://www.pantone.de/pages/pantone/color_xref.aspx

In use, colours are more likely to be selected by their code number than by name.

German automobile manufacturers tend to give colours both English and German names.
