neutral  Rolf Keller: Einen Rechtsanspruch oder ein Recht auf Land gibt es heute in wohl keinem Land der Welt. Gemeint ist hier, dass es ein Recht zur Nutzung der Grundstücke gibt, basierend auf einem Eigentumsrecht, einem Pachtvertrag etc.

Clear IMO and from my experience means (BrE) unclogged or (AmE) unclouded.

Clear is not to be confused with a *good root of title* in UK-unregd. land (including buildings), surely gravitating towards the 'unanfechtbar' definition, in 'my conveyancing time' one that is: 1. at least 15 years(') old 2. showing a continuous chain of ownership and 3-.containing nothing to cast doubt on the title.

Cf historically and agriculturally: bäuerliches Bodeneigentums/recht (BGBB) - whilst I have a vague recollection of Bodenrecht as a subject or term of art for CH, DEU or AUT 'land law'
