A mon avis, on fait ici référence aux garanties données par le locataire en cas de cautionnement pour la location du loyer. Le locateur est alors créancier vis-à-vis ces débiteurs qui lui assurent une entrée de revenus.

the obvious ones: prospective tenants

and the far less obvious ones: the principals of prospective tenants.
