For this sentence, I can adamantly say that, for non-native speakers (and native ones too, maybe), a comma before “and” is of much more relevance for comprehension than the hyphens alone (without the comma).

Sad but good (and funny) example. It's not just English. I'm sure you've noticed the horrors happening to written, and in some cases, spoken French. Laziness? Ignorance? Either way, it's aggravating. No circumflexes is at the top of my list. But I digress.... Cheers.

Oh, I couldn't agree more; but this is a retrograde step, and the falling into disuse is indeed almost complete in the US, and rapidly catching up in GB :-(
It is visible here on KudoZ, where the US rejection of these useful hyphens is the cause of endless confusion for non-native speakers; I can recall one specific instance where the question term was 'one touch up' (electric car windows), and the poor asker had initially sought to read it as 'one touch-up', instead of the wholly unambiguous 'one-touch up'.

@Tony: I'm not sure I agree that hyphens have "fallen out of use". I think it's more a question of students not being taught properly anymore. That said, the lack of hypens in compound adjectives is not only an eyesore but a time waster as well. I find myself having to reread things because it muddles meaning. In this case, one might very easily have understood two actions associated with "you can... discontinue isolation and return to work." Moral of the story: Grammar and punctuation should not become long lost friends!!! :-)

Even though in BE the use of hyphens in compound nouns is still common, in AE it has almost completely fallen out of use, and there is an increasing tendency to do the same in GB too, for a more 'modern' feel.
So I think that, although the sentence is clumsy, there is no need for us to assume eveything hinges on missing hyphens; though I do tend to agree with rançois that a comma before 'and' would have avoided a 'saut de lecture'.

Votre raisonnement se tient tout à fait, mais il faudrait, à mon sens, mettre une virgule après « isolation », puisque ce qui suit est le début d’une autre proposition. Donc, « isolation, and return-to-work clearance will be provided by the local Health Department. »

J'y ai pensé. Mais en relisant bien, j'ai décidé que l'auteur a oublié (ou ignoré) que les compound adjectives nécessitent des traits d'union.

Tandis que je suis d'accord avec Tony qu'il n'y a pas d'erreur au niveau de "as staff resources permit", je trouve bien une erreur ici : "The local Health Department will be contacting you as staff resources permit for guidance on when you can discontinue isolation and return to work clearance will be provided by the local Health Department.
Pour être correct, on devrait écrire "return-to-work clearance".

Yes, perfectly acceptable in EN — specifically, here, because there is a change of verb, and also, of case: in the first instance, LHD is the subject of a verb in the active voice, whereas in the second, it becomes the indirect object of a passive verb.
