Je pensais à « opération facultative », mais en vérifiant, je tombe sur de nombreux sites canadiens via Linguee, y compris celui du Parlement (et j'ai vérifié le texte source), qui disent « opération chirurgicale non urgente ».

Ici : https://www.hopkinsmedicine.org/health/treatment-tests-and-t... on confirme, mais on dit aussi que ça peut concerner des cancers. Il y aurait des opérations pour des cancers (« a serious condition ») qui ne sont pas urgentes ? Ou bien existe-t-il un terme plus approprié ?

Oui, je pense. Comme l'explique le spécialiste dans le lien ci-dessous.

« A Saint-Joseph toutes les chirurgies « non urgentes » sont annulées. Cela représente environ 40% des opérations prévues. La chirurgie « non urgente » est la chirurgie qui n’a pas de retentissement sur la survie. Donc finalement, le choix du maintien de l’opération se fait au cas par cas, en jugeant avec les informations dont on dispose aujourd’hui. On évalue le bénéfice/risque pour chaque patient. Par exemple, j’ai annulé aujourd’hui l’opération d’une dame de plus de 80 ans qui vient d’être diagnostiquée d’un cancer peu agressif. Pour elle, le risque éventuel d’une contagion au coronavirus est plus dangereux que sa tumeur.
