Thank you once again for teaching your grandmother to suck eggs. I am WELL AWARE of what you say, which is why I did not propose "électorat" as a answer.
What has happened here is fairly typical: the author has been influenced by the last word in the list (governments) and has chosen a word that goes with that, forgetting or not caring that it doesn't go with the rest.
I was merely mentioning the true meaning of constituents, lest it be forgotten

HERE the term is also applied to individuals and businesses, so one would think it has obviously been given a wider meaning ...

Wouldn't be the first time writers stretch the meaning of a term to suit them, with total disregard to what some pedantic dictionary-basher could have to say....

BTW "... innovation in XXXX software has transformed how individuals, businesses and governments communicate and interact with their constituents." is repeated ad nauseam all over this company's PR, so there must be some decent translation of it already available ...

est un vocable qui s'applique aux gouvernements (ceux qui habitent dans leur circonscription électorale).
Donc leur électorat ou, plus largement, leur public
