Unfortunately we do not know what is described under "stage 2". Probably similar to "double side fitting".

I conclude from the context that for "single side fitting" the feeder assembly is screwed to the wall on the inside, and the base, weather seal and antenna on the outside.

Drill a 3mm (approx.) pilot hole where the antenna is to be located. Clean away swarf with a light cloth. The antenna can be mounted on panels up to 3mm thick.
Having decided on cable routing, proceed to STAGE 1.
STAGE 1
a. Single sided fitting
Drill a l9mm hole. Proceed to STAGE 2.
b. Double sided fitting
Drill a l2mm hole. Fit the feeder assembly through the hole. Push the weather seal over it. Place the base moulding over it. Screw on the base insert and tighten firmly by hand. Proceed to STAGE 3.
STAGE 2
Install the feeder assembly through the hole, cable first. Hold the feeder assembly and centralise in the hole. Push the weather seal over it; this will hold the feeder assembly in position. Carefully place the base moulding over it. Screw on the base insert and tighten firmly by hand.
STAGE 3
Tighten up via the base insert using a small open spanner, 4Nm torque (3 foot pounds) maximum.

neutral  Tony M: I don't think this is about fitting it TO both sides of the panel; rather, the expression would be used in EN to describe the situation where you have / do not have access to both sides for working. / The EN usage seems quite clear and unambiguous to me.
