sharAb [ensAn rA] mazhake-ye digarAn misAzad va mashrubAt-e alkoli mowjeb-e ...

Explanation:
mocker: sth that makes one foolish, humiliated, debased

Wine is a mocker, strong drink is raging: and whosoever is deceived thereby is not wise.

THAT IS:

Wine makes men foolish, and strong drink makes men come to blows; and whoever comes into error through these is not wise. BBE

Translation:

sharAb [ensAn rA] mazhake-ye digarAn/khAr va khafif misAzad va mashrubAt-e alkoli mowjeb-e janjAl va hayAhu/zad va khord mishavad, pas harkas farifte-ye AnhA gardad, az bikheradAn ast.

This is very well associated with the following line by Naser Khosrow, the great Iranian poet:

chist hAsel-e suy-e sharAb shodan aval shar va Akher Ab shodan
