Explanation:
"tvornica u bescarinskoj zoni" has basically the same meaning as "tvornica pod carinskim nadzorom", but I would say also that the former expression is better and more correct.

neutral  Daryo: it's quite possible that a "bonded factory" would be located in a "free economic zone", but I don't see why a "bonded factory" (same as a "bonded warehouse") couldn't be just about anywhere inside the national territory.

  -> Correct! However, here the question is about the terminology, not location. "bonded factory" is by itself a "free economic zone", the same as "bonded warehose", which can though be also owned by the Customs. The last never applies to a "bonded factory".
