Context: Behavior plans need to be sensitive to the fact that students in the mild range of retardation don’t have a truly logical grasp of the world. Token economies can again be useful, but cannot have “nested” levels—stick to one major dimension for greater success.

The author's explanation: Nested levels are where you reward small behavior changes while working on bigger ones. The student can "trade up" for a bigger reward once several smaller "tokens" have been earned.

I need to find a Chinese equivalent for nested but all the Google searches lead to one result: 嵌套式.

A suggestion: I think the word "nest" has a figurative reference to the life cycle of migrant birds where they may have to nest at a certain phase of their movement so that they can take a break for the time being managing what they have got so far while preparing for what is further ahead.

"嵌套" is a term meaning one part able to be fall in place in conjoining with another part, a term too technical and not quite fit to the description of your explanation.
