English term or phrase: THAT/MAY
The problem is when to use SE and when to use TË.
For example, welcome (lit. well may you come) is MIRË SE VJEN – would TË also be correct?

që / mund
Explanation:
am not sure if I understand your question.
In the case of "Mirë se vjen," this is an expression and "se" cannot be changed. (Only the verb "vjen" can change, according to the tense, the person/s who you are welcoming etc.)
No, "se" and "të" cannot replace each-other in any other case (as far as I remember at least.)
As far as the words that/may:
that (conj) - kështu që; se; që; për të
(pron) - ai; ajo; ky; atë; kjo; i cili; e cila; që; kush

may - (verb) mund, mundem

të - (prep) of
(pron) - you/thou

se - (conj) but, than, that
