een schip, dat bij een ander schip in de buurt voor anker ligt of dat langszij van een ander schip gemeerd is.

So this is about ships rafted on the quayside, a common practice in busy fishing harbours and ports for inland marine traffic. I presume they still contribute harbour fees.

neutral  Wiard Sterk: Yes, but don't think that is what is referred to here. There are a number of definitions, including a ship that is travelling in the same direction. The most accurate in this case I think is ships rafted at a mooring, for whatever purpose.
