I`ve seen various references to BOF/IWT opvangmandaten
(IWT Agentschap voor Innovatie door Wetenschap en Technologie)
(BOF: bijzondere onderzoeksfondsen)

So I think the term could be Post doctoral fellowship - temporary funding for post-doc students as a stepping stone to a permanent position.

Interim postdoctoral funding


Explanation:
'Opvang' often means financial support, for example between school and employment or, as in this case, between obtaining a doctorate and getting a postdoctoral fellowship position or between a postdoctoral fellowship and getting a teaching/research position.
