I think I know what they mean, I just don't know how to word the term correctly.

Any help is, as always, greatly appreciated.

"ere" is explained in your sample text - just some specially designated place where they have to stop and wait out the time penalty. Difficult to make a distinction if they're talking about time penalties elsewhere in the text. Perhaps "special time/stop-go penalty" and then explain what it is?

There are some racing hits for Barend's "success penalty" so perhaps combine that with stop-go penalty to explain what it is? Not keen on penalty box (smacks too much of football) - specially designated /penalty/ area?

downgrading penalty

Explanation:
Stop-go penalty, as an official glossary term, does indeed square.

Ehrenstrafe is DE is a (military) 'degrading punishment'. So here's a Formula 1 contrivance.

Notes to answerer
Asker: Thank you very much for your help, Moira. However, these penalties are already used and do not seem to refer to "erestraf" It is the "ere" that throws me off in all these terms.

agree  philgoddard: You can't really translate "ere" - it just means "for being so good". Another possibility is handicap.

-> thanks, Phil - "time-handicap penalty" gets some hits, though it seems to be mainly used in sailing.

agree  Wiard Sterk: Time penalty is best.
