Dutch term or phrase: een draad uitsliuten
Basically they are trying to pass a cable from the vessel underneath a wreck to help raise it.

I am assuming that "afboeien" here means "fix it to a buoy".

Again:

English translation:exclude
Explanation:
I think they mean they were exluding the 5/4 inch wire/cable.

E.g.:
Winch: Hydraulic Tow 76 Ton holding and 24 tons pulling with 1000 meters of 34 mm wire

Prevented from further use (instead of excluded) may also work for 'uitgesloten'.

Thank you, the explanation was very helpful. I decided not to use "exclude", but the more general "detach"

Asker: Thank you, that's made it a lot clearer. I'm not sure about "exclude", though. Perhaps "slacken" would be more appropriate here?
