Okay, I'm just worried that I'm missing out on some really obvious, idiomatic English-language equivalent of this term that I don't know about (I'm not an expert in this area, I'm doing this particular job for a regular client but the particular subject matter is a little bit outside of my usual "comfort zone").

Obviously I could just say "interest rate reset proposal", or somesuch, but part of me can't help but feel there must be a better way of solving this. Just to be clear: it's the letter sent out by the lender to the borrower, proposing a new interest rate (they can then use the respijttermijn/change-of-mind period to stick to the old, lower rate if they s prefer).

agree  Michael Beijer: I suppose you could say that the "interest review notice" (the letter itself) contains the bank's "proposed interest adjustment(s)" (the adjustment(s) proposed by the bank). Since we have no Dutch context, both seem equally correct.
