Dutch term or phrase: groeigemeente
The Onroerend Goed Lexicon suggests "town designated for expansion", but that begs the question: designated by *whom*? I don't think it's meant in the "urban planning"/regeneration/development sense, so much as that it's (naturally) "on the rise".

The wording of "towns designated for growth" is like marked for further growth in the future whereas "expanding areas" are in the middle of the process of getting larger right now.

Explanation:
Planning laws in England are very tough so it is very difficult for towns or villages to grown so there is no special word as in Dutch.
Some areas that are naturally growing anyway are referred to as "expanding areas", expanding towns, expanding villages.
