In Dutch Vereniging van Eigenaren in no way implies/means that the owners actually LIVE there, whereas, owner-occupied does.

By using Association of Owners/Owners' Association you could mean any type of property owners, the original is also non-specific;
it could mean association of property owners,
home owners (residing and not residing there)
businesses,
and one would need to read additional text defining what type is meant.

If you wanted to be specific about the owners actually residing in the properties, then I'd use association of owner-occupied (homes/houses/flats/apartments) property.

  -> Thank you Wiard. Still pawing over fact association for/of owners doesn't really mean possessive sense; the word association already is plural and an association with only 1 member doesn't exist thus 'home owner association' could be correct
