note there are three sets of rules here: Basisstatuut, Algemeen Reglement and regels van inwendige orde en veilligheid

Explanation:
I think there is a good argument for this term.

"Internal order" basically means that the commercial unit should be maintained correctly.

This from the UK "Health and Safety Act"

so far as is reasonably practicable as regards any place of work under the employer's control, the maintenance of it in a condition that is safe and without risks to health and the provision and maintenance of means of access to and egress from it that are safe and without such risks;
the provision and maintenance of a working environment for his employees that is, so far as is reasonably practicable, safe, without risks to health, and adequate as regards facilities and arrangements for their welfare at work.

In any event, I don't think "veiligheid" refers to "security" here. The security of a tenant's commercial unit is of little importance to a landlord, however the safety is.

What is health and safety all about?

Preventing people from being harmed by work or becoming ill by taking the right precautions and "providing a satisfactory working environment".

Perhaps "Interior Maintenance and Safety Regulations would be clearer. http://www.denoorderkempen.be/nl-BE/Layout001.aspx?PID=71

agree  Tina Vonhof (X): Since there is no mention of health in the source text, I would prefer 'order and safety' (compare 'public order and safety' ).

  -> On reflection and for the sake of clarity, I would use "Interior Maintenance". http://www.denoorderkempen.be/nl-BE/Layout001.aspx?PID=71
