The Dutch term 'scheefwonen' is, as one of my professional dictionaries puts it, an 'imbalance between occupation of social housing and level of income'. True, but also bit wordy, I think.

Would anyone have a more succinct option? I'm racking my brains, but just can't seem to get my head around it...
