Dutch term or phrase: deelonderhoud vs totaalonderhoud
Online context:

My context:

Just to make it more fun, the author has used what I call "Nederbrackets" in my own text. Anyway, I wonder what my esteemed colleagues here have to say about the concept of "deelonderhoud", and how it relates to "totaalonderhoud". Once I've figured that out, I can decode the silly brackets myself.

Explanation:
This seems fairly straightforward. Partial maintenance means not having everything done in one go.

I agree with you about Nederbrackets. They're particular to the Netherlands, though German uses them to a lesser extent, and they're often used inconsistently. (deel)onderhoud probably means "partial and full maintenance" rather than "partial maintenance".

Notes to answerer
Asker: Thanks Phil, that's useful. It's always hard to tell exactly what they mean with them: "partial and full maintenance", "partial maintenance", "partial and/or maintenance" ... I actually have a collection of those pesky (Neder)brackets, which I keep here: http://www.proz.com/personal-glossary/652138?glossary=87439 There is a great chapter on exactly these brackets in that book I mentioned recently ("Righting English That's Gone Dutch"), called "Bracket (ab)use": https://books.google.co.uk/books?id=fs472dICNgMC&q=bracket+abuse#v=snippet&q=bracket%20abuse&f=false
