The word "dalorganisatie" appears in a Facility Management text. I have no idea how to translate this word in English, although I understand the context from the sentence in which it appears:
"Een andere manier om een situatie van overcapaciteit te voorkomen, is de inrichting van een zogenaamde dalorganisatie, waarbij het aantal vaste arbeidskrachten is afgestemd op de minimaal te verwachten afzet of marktvraag."

Explanation:
Just another option. Collins defines 'skeleton staff' as the smallest number of staff necessary to run an organisation or service, so perhaps you could combine it with 'organisation' in this case.
