Dit hele terrein valt moeilijk te bedienen door één maatschappelijke organisatie. Ontwikkelingssamenwerking wordt in wezen steeds minder een op zichzelf staande sector. Het gaat om het ontwikkelen van de verschillende deelterreinen door professionele samenwerking. Bij de uitvoering van een programma dringt de vraag zich op welke partner de meeste meerwaarde heeft. Dat kan een maatschappelijke organisatie in het Zuiden zijn, maar ook andere partners zijn mogelijk.
