civil servant on loan Explanation: I was first thinking of translating 'ingeleend' as 'insourced', and this is probably fine if reference is being made to 'ingeleend personeel' in general. In this specific context, however, I now think 'civil servant on loan' is a better solution. With 'on loan' meaning so much as being on loan from another government organisation. See D-box as well as the following examples: The National Health Service is in a category of its own as a huge central government organisation which has a large degree of independence but is otherwise constitutionally quite similar to NDPBs.
