`reference report` sounds a bit too neutral, though an `overtuigingsdocument`is a form of reference document. I think white paper is a lot closer to the mark, particularly as it has dual usage.

There are only 26 references to 'overtuigingsdocument' in Google, so maybe this is a new coinage or derived from other terms. 'Overtuigingsstuck' and 'overtuigingsbrief' are a couple that come to mind.

I took a quick look at the document, a research presentation used here to provide arguments or clarify a position or policy decision. This does not look like a policy brief, as it quite an extensive report.

I think you are along the right lines with `persuasive paper/document' as this seems to be its ultimate aim. <br><br>Perhaps 'guidance document' would be suitable here?
