Given the context found on internet (although also often spelled "raadadviseur"), this seems to be a position at Dutch ministries. Of course, to be sure, a bit of researching of the person in question would need to be done.

Of course "raadadviseur/raadsadviseur" could be an advisor to a council ("raad"), but in that case it never seems to be "in algemene dienst". Instances found on the internet of a "raadadviseur/raadsadviseur in algemene dienst" almost all refer to people engaged by ministries.
