In a text about a golf club and the heathland there, descriptions are given about measures for conservation/preservation. Text reads:

"Klepelen. Het klepelen is een maatregel tussen maaien en plaggen. Hierbij wordt boven de grond dan wel net onder de grond alles geklepeld. Het losgemaakte materiaal wordt opgezogen en afgevoerd. De maatregel is geschikt om oude heidevegetaties te verjongen."

I can find several references to it, incl. in Wiki, but it's English equivalent seems difficult to find.

Normally the soil is not turned over by a "klepelmaaier", it is only meant to cut grass and schrubs leaving the underground (+/-) intact.
