FWIW, if you take a look at the examples of 'gebiedsvisies' provided on the same website (which I consider to be your source), you'll see that they include 'centrumvisies' and other visions for specific areas which are usually not as large-scaled as regions. Also, as becomes clear from the third link I provided, the focus of a spatial vision is not as narrow as one might think.
