Regulation 13 of Annex II of MARPOL 73/78 (hereinafter referred to as Annex II) prohibits the discharge into the sea of Noxious Liquid Substances of Categories X, Y or Z or of ballast water, tank washings or other residues or mixtures containing such substances, except in compliance with specified conditions including procedures and arrangements based upon standards developed by the International Maritime Organization (IMO) to ensure that the criteria specified for each Category will be met. This P & A Manual has been written by use of a DNV template. Date of printing: 2006.01.31 Sect. 4, page 1 of 5 The contents of this section will depend on the design of the ship and whether it is a new ship or existing ship (See flow diagram and pumping/stripping requirements). Provided the operational procedures included in Section 3 of this Manual are complied with, all cargo and slop tanks on this vessel meet the requirements of Reg. 12.2 (i.e. 0.1 m3) for efficient stripping of Category X and Y substances (and consequently also for Category Z substances (0.3m3) on a new ship. This section shall contain instructions on whether the tank washings can be discharged into the sea within a special area (as defined in Section 1 (1.3)) or outside a special area. The different requirements shall be made clear and will depend on the design and trade of the ship. Under MARPOL Annex II the only Special Area is the Antarctic area. Outside the Antarctic area, the requirements of Annex II are the same everywhere. No discharges into the sea of residues of Noxious Liquid Substances, or mixtures containing such substances, are allowed within the Antarctic area (the sea area south of latitude 60°S). Below is detailed in which cases tank washing water is required to be discharged to a reception facility and when such washing water may be discharged to the sea. Discharge of Category X residues to the sea is not permitted. In all cases the cargo tanks shall be prewashed as specified in Addendum B and all prewashing water shall be discharged to a reception facility prior to departure from the unloading port. The Cargo Record Book shall be endorsed by a Government appointed Surveyor upon the completion of prewash and discharge of the prewashing water. Discharge of high viscosity or solidifying Category Y residues (see 4.4.4) to the sea is not permitted. With such substances a prewash as specified in Addendum B, is necessary. All prewashing water shall be discharged to a reception facility prior to the departure from the unloading port. Any water subsequently added to the tank may be discharged to the sea through the underwater outlet at a maximum rate of XXXX m3/h when the ship is proceeding at 7 knots or more, is more than 12 nautical miles off land and is in a water depth of 25 meters or more.
