"Beschouwende systemen" are considered in terms of their difference from "operationele systemen". The two come up in a chapter heading for a text on business databases, the content of which I do not have, so there is little context.

I see that beschouwend for a seminar has come up before on Kudoz, and the answer was "conceptual" (alternatives, theoretical, overview) - but when applied specifically to database systems, is there a specific technical term for this in English?

these are dealing with monitoring the operational processes and their output, evaluation and giving input or proces/output standards for these processes
- decision support systems;
dealing with all the information processing needed for analysis of data(bases) to support the decision making.
