I don't think 'ketenoefeningen' as such is a meaningful word, but 'pre-hospitale keten' is (albeit a blatant Anglicism :). it refers to the chain of medical care (providers) involved before arrival of the patient in the hospital, and as such is a part of the larger medical care chain.
