application for suspension of operation of an award decision
Explanation:
Or more fully: ingewilligd schorsingsberoep >> successful application for an interim measure seeking suspension of operation of an award decision / (...) of a contested award decision / (...) of a (contested) public tendering contract award decision.

I've phrased my answer generically for glossary purposes but in your specific context, it obviously makes more sense to use 'the award decision'.

a permitted appeal for extension of time

Explanation:
The nature of the "appeal" is unstated, but based on similar such texts one may assume it is an appeal to a court or an arbitrator.

agree  Adrian MM.: application *granted* ...

-> Thank you, Adrian. In my explanation, I suggested translating the whole phrase as 'successful application etc.' but translating 'ingewilligd' more literally as 'granted' is also absolutely fine.
