Vermoedelijk dient men 'vloers' te lezen als 'verkeers'. The UK-English text on ArchDaily.com (see reference) explains this clearly. 'Mechanical area' also includes areas that are not used for vertical traffic, so would NOT cover 'Verticaal verkeersoppervlak' precisely, though it does include that area.
