Fist, I assume it's a keyboard limitation that caused the spelling as "kvaegafgiftsfonden" It is actually "kvægafgiftsfonden", as you may well know.
The reference link uses "the Danish Cattle Levy Fund" at its very end, which is how I'd translate this from scratch as well. We have similar mechanisms here in the U.S., but they usually have simpler, more marketable names. :-)
