In UK conveyancing and sale of goods, the buyer bears the risk when agreed and has to insure the property on exchange of contracts against fire etc. or the goods against perishing, pilferage etc. The risk may pass from seller to buyer BEFORE title to the goods passes to the buyer: see UK Sale of Goods Act 1979.
