Šedý operátor není poskytovatel veřejně dostupné služby elektronických komunikací.... Není schopen samostatně a nezávisle poskytovat služby.

this entity buys many SIM cards based on a contract with a legal provider and sells them at better prices to users - an agent, an intermediary, but why this term? I can't find anything under simply gray/grey operators...thanks for help...

At UNIFI, team of experts manages the “Grey Markets” for several PTT operators.UNIFI manages voice traffic for the local telecom operators by terminating their long-distance traffic on the local networks and reduces their costs while improving call quality. When a long distance call is terminated as a local call, call charges decrease for the end user and margins increase with increased ARPU.

Explanation:
something like that - they operate their own VPN within an official operator's (O2, T-Mobile, Vodafone) network and due to having volume discounts, they are able to resell the the services to retail customers for better prices than the operator. In fact, they are not "operators", therefore the term "grey" is used in Czech, perhaps derived from "grey economy", though the meaning is different.

Here is the Czech definition of the term: "Šedý operátor je společnost, která je zákazníkem běžného operátora, a která nabízí určité skupině lidí zvýhodněné tarify, které má díky velkému počtu SIM ve své uzavřené síti (VPN)."

To me, this means that it is a wholesale customer of a real operator who resells the operator's services to retail customers, i.e. reseller.

perhaps "unauthorized telco services reseller" would be better to differentiate these guys from those who are authorized to resell by the operator
