Czech term or phrase: DPH z přijatého plnění
Jde o maloobchod, konkrétněji o krám v nákupním středisku.

Krám posílá dárkové poukázky, které přijal a na které zákazníci koupili zboží, zpět k tomu, kdo je vydal, aby za ně dostal peníze.

Subjekt, který je vydal - pokud uvidí, že se krám stal nespolehlivým plátcem atd. ve smyslu zákona o DPH - tak je oprávněn zaplatit "DPH z přijatého plnění" rovnou správci daně.

Explanation:
Technically, you should translate “plnění“ as a transaction, supply, or event (chargeable event) in line with EU VAT legislation, which has been transposed into Czech national law, but I think here you can translate it in a way that suits your specific purpose.

Here’s how the system works in the UK, although you won’t find an answer to your specific question because (as far as I can make out) UK law doesn’t recognize a concept similar to “nespolehlivý plátce”: http://www.ukgcva.co.uk/downloads/factsheets/fs_vat.pdf . Might be helpful at least for other parts of your translation.
